How to use the generator

  1. Choose CN22 or CN23. Postal operators use a CN22 for letter-post items worth up to 300 SDR, and a CN23 above that and for every postal parcel. If you are not sure, choose CN23.
  2. For a CN22, choose the paper: A4, or a 100 × 150 mm label for a label printer. A CN23 always prints on A4.
  3. Fill in the sender and the receiver, then one line for each kind of item: a precise description, the quantity, the net weight, the value, the HS code and the country of origin.
  4. Add the total gross weight, the postage you paid and the category of item, such as Sale of goods, and sign with your name.
  5. Check the preview, then click Print or save as PDF. To get a PDF, choose "Save as PDF" as the printer.
  6. Attach the form to the outside of the parcel, preferably in a clear adhesive pouch.

What is a CN22 or CN23?

The CN22 and CN23 are the customs declarations of the Universal Postal Union. Postal operators such as PostNord and Posti need one on every item with goods that leaves a customs territory, for example a parcel from the EU to Norway, the United Kingdom or the United States. Customs at the destination reads it to decide what duty and import VAT the receiver owes.

The CN22 is a small label for letter-post items up to 2 kg. The CN23 is the full form, with room for the sender and receiver, licence and certificate numbers and an invoice number. The generator prints both in English and French, like the UPU's own forms, whatever language you read this page in, because customs at the destination reads them.

Express carriers such as DHL Express, UPS and FedEx do not use a CN22 or CN23. They ask for a commercial invoice, which our free commercial invoice generator creates. For what to write in every box, with a filled-in example and the mistakes that hold parcels at customs, read our CN23 guide.

What you type stays in your browser

Everything you type stays in this browser and is kept there for your next visit, so you can come back to a half-finished form. Clear form deletes it. Nothing you type is sent to Zippendo.

The generator fills in the form for you, but you are responsible for what you declare. If you are unsure about a rule, check with your carrier or the customs office.
